GOLDEN ENTERPRISES UK LIMITED

SUMMARY OF THE MATTER TO WHICH THE NOTICE RELATES

We have refused an application made by Golden Enterprises UK Limited (Golden)
under Regulation 12 of the Payment Services Regulations 2009 (PSRs) for
registration as a small payment institution and to provide money remittance services.

We received the application on 16 March 2010 and on 26 July 2010 requested further
information from Golden which was necessary in order to determine the application.
However, to date we have not received a response from Golden and it remains
incomplete.

By a Decision Notice dated 14 April 2011, we gave Golden notice that we had
decided to refuse the application, as we could not ensure that Golden satisfies and will
continue to satisfy the ‘Conditions for registration as a small payment institution’ set
out in Regulation 13 of the PSRs.

Golden did not refer the matter to the Upper Tribunal within the prescribed time
limits.
